Eevee will only evolve to Umbreon through friendship during evening hours. Leafgreen does not have a clock feature therefore in order to obtain an Umbreon you must get one from Ruby, Sapphire, Emerald, *Pokemon Colosseum, or *Pokemon XD:Gale of Darkness.
*Pokemon Colosseum and Pokemon XD:Gale of Darkness both do not feature clock features however Wes (the main character of Colosseum) starts the game with an Espeon and Umbreon which you can trade to Leafgreen later on after finishing the game.
In Gale of Darkness you will need to obtain a Moon Shard from a sailor inside a shop in Gateon Port. With the shard you can evolve the Eevee you start off with by utilizing it in battle several times and as long as the item is held by the player, Eevee will evolve to Umbreon. You can then trade it later on after finishing the game.
