Yes you can, BUT they must meet the following requirements. First and Foremost, you must have accessed the Time Machine by talking to Bill in Ecruteak City in Crystal. Then you wait until the next day, then you can take your G/S/C pokemon and trade them to old games, under these conditions only...
1. The pokemon coming from the new game must be numbered 001-151 ONLY.
2. The Pokemon coming from the new game must not have any move that didn't exist in R/B/Y. (example- Pikachu that knows Present cannot be traded to R/B/Y, however a Pikachu with Thunderpunch can be, even though Pikachu had no way of learning it in the old games, it is still an old attack.)
3. Shiny Pokemon can go over, however do not appear different in the old game, and Pokemon Stadium 1 will not reflect it. 2 might.
4. Items may be held, but serve no purpose.
5. This does not count pokemon that are new that have evolved from an old pokemon.
6. Eggs cannot be sent to the old game, even if they contain an old pokemon with old moves.
7. Don't quote me on this, but I believe HMs moves must be deleted, or that could be the pal park. Not quite sure.
The time machine representative will guide u if you happen to have any Pokemon not allowed in R/B/Y. these are just basic guidelines, and I'm using my prior experience to answer this question without any guide books or websites.
