No, as it lacks a camera. The DSi, DSi XL and 3DS do have a camera and can take pictures.

DSi cannot record video, sadly. However it can take pictures and distort them in various ways. DSi XL cannot record video either, however, people believe that the Nintendo 3DS soon to come out is able to record short clips, though we cannot be sure of that yet.

No. The NDS lite cannot play 3DS games in the first place so it will not be able to link with a 3DS. However, the 3DS is backwards compatible, meaning it'll play NDS games so it can link with the DS lite if playing a NDS game.
