It is important to understand that the offers you put on the Grand Exchange will be bought, or sold, by other players - real people like you. If you offer something for sale, you will only sell it if somebody else actually buys it.
For many items, you can speed up the Grand Exchange if you sell at the minimum price (which is usually 5% below the normal price), or buy at maximum price (usually 5% above the normal price). Or some other price, perhaps 1 or 2 percent below the market price (for selling) or above it (for buying).

First invest in 10000 of something in the Grand Exchange. Wait till the prices go up then sell it all.

Go to the RuneScape Web site, then select "Game Guide - Grand Exchange". Type the item you are interested in, and see the past history - for up to 6 months. If an item crashes, on the market, it typically has gone up for a while (a few days, up to a few weeks), then suddenly drops again, at the rate of about 5% a day (the maximum change permitted by the Grand Exchange).
Since it is tradeable, you can buy it at the Grand Exchange. You can also pick it up in several places, near the shorelines - for example in Karamja, Brimhaven area.

Either save up the money to buy them through the Grand Exchange, or if you have at least 83 Slayer you can kill Spiritual Mages in God Wars Dungeon, they drop them occasionally. Buying through the Grand Exchange is a lot quicker and probably cheaper though.
