Can you special summon a Ritual Monster with Fulfillment of the Contract?

Obviously. Fulfillment of the Contract's effect is that you pay 800 lp and special summon a ritual monster from your graveyard, and when the equip card is destroyed, the ritual monsters destroyed.
As usual with monsters who can't be Normal Summoned, the Ritual Monster must have properly been summoned first before you use Fulfillment of the Contract. You cannot simply discard a Ritual Monster and summon it with that card.

No, because it wasn't 'properly' special summoned. To be able to special summon a Ritual Monster from the graveyard, it has to be initially summoned by Ritual Summon. Ritual Foregone does not Ritual Summon.

Effects that special summon monsters from deck, cannot special summon a monster which is 'special summon only' because these monsters have to follow their own summon method. So you cannot special summon Relinquished using Mystic Tomato, it has to be Ritual Summoned or otherwise summoned by a card that says it can summon Ritual Monsters. Likewise, Gigantes can't be special summoned from deck by an external effect, and of course can't use its own effect while it is still in the deck.

Advanced Ritual Art says the level amount of the sent monsters must be exactly equal to the level of the Ritual Monster. You cannot overpay. This goes for all Ritual Spell cards that don't summon 1 specific monster, like End of the World and Contract with the Abyss. All require equal levels, not over.
