No Money is never put on a PS3. It is put into your master account for the Playstation Network. You can do this from any PS3 after you have signed into your Playstation Network account. Yes you can as long as your signed into your psn account on the other ps3. The money is saved under your psn profile not the ps3. You never put money on a PS3 and you put the money into your PSN or Playstation Network Account. You can do this from any PS3 that you have logged into your Playstation Network Master Account. Even though you can use your browser on the PS3 to visit the network after you are signed in on the PS3 you must still sign on to the different Playstation Network reached from your browser. No it is a Playstation Network account and to make one on the PS3 you need to add a new PS3 user and then create a Playstation Network Master account
You might be asking about the Playstation Network (PSN) because PS3 does not have Live. Live is what the Xbox 360 calls it's Network. PSN can be seen from a laptop or a PC and you can sign in to your PS3 or Playstation Network Account. You can not play online games and you do not have the same capabilities as from a PS3 for the Playstation Store.
