The only way I know is beat the elite four on Firered and any of Emerald, Ruby, sapphire, pearl or diamond that has stantler, than u just trade.
Can you get more than 1 water stone in Pokemon sapphire?
Yes in fact you can get dozens if you trade with firered or leafgreen because they can buy water stones all they need to do is trade you a Pokemon holding the water stone and when you get it just take the water stone from it!
