Yes in fact you can get dozens if you trade with firered or leafgreen because they can buy water stones all they need to do is trade you a Pokemon holding the water stone and when you get it just take the water stone from it!

It is not possible to visit Ilex Forest in Pokemon FireRed as it's a location exclusive to Pokemon Gold, Silver and Crystal. Pokemon Gold, Silver and Crystal are the only Pokemon games that let you visit more than one Pokemon Region.

Emerald as alot more features than firered and leafgreen including Pokemon contests, the battle frontier and you can catch certain Pokemon firered and leafgreen both can't get over all if you want to buy a certain GBA Pokemon version get Emerald but leafgreen and firered are good choices to that's because it includes the new sevii islands to explore and the game has a little more difficulty in it that is actually a good thing by the way.
