in the lillycove department store on the very first floor after you walk in there is the reseption desk with two people the person on the right will ask you if you want to draw a lotto ticket. you can only do this once a day. if the lotto ticket number matches the number of any of your pokemon(party or pc) you will get a master ball. if only a few numbers match, then you will just get a free prize(like an ether or something).
