Yes it is possible although it is done through a glitch. To do it you need to not of defeated 2 specific trainers near Cerulean city, the one with the second gym. Without those 2 trainers its impossible and you may have to restart your game :( If you want to find out how you can look on YouTube and it will come up usually. It works on Leaf Green, Fire Red, Pokemon Red, Pokemon Yellow and probably blue but Im not sure.
