After you beat the elite four and steven, go to pacafidilog town and surf up and there will be a new route. follow this route and you will find the sky pillar. you will need your mach bike to get through each floor and there will be strong leveled banette, golbat, claydol, and altaria. after getting through all of these obstacles you will find rayquaza. you might want to save your game once you make it because if you make rayquaza faint or if rayquaza defeats all of your pokemon, you won't be able to capture him. rayquaza is at lv.70 and he knows Outrage, Dragonbreath, ExtremeSpeed, and Fly
