Latios can use run, so use mean look first but don't change Pokemon and it won't run away.
Here's a way to get Latios: just go north of Slateport with only one max repel and Acro bike (the wheelie bike) go to the first patch of grass u see, and use your max repel. Stand still but hold down the B button till you hop. Keep hopping about 20 times then go to the nearest building then come back out and hop again keep doing this and you will catch him in about 1- 10 minutes

Roam around in the bushes (it may take a while) then you will eventually find LATIAS or LATIOS but every time you switch routes they will move to a different spot but after you encounter it for the first time it will apear on your pokedex and to see where it is you can just click AREA on your pokedex. If you use mean look, the foe can't escape from battle or switch pokemon. Golbat can learn it, and it's good for catching latios and latias.
