I'm not too familiar with the Tag Force series, but you can enter card passwords into Yu-Gi-Oh 5D's Stardust Accelerator. However you can only enter passwords for cards you already have.
To enter passwords, go to World Championship Mode, select the Shop icon (looks like a house), then select "Password", and voila!
Stardust dragon is not available in yugioh gx tag force 3 as it is a gx version. Only a 5ds version such as yugioh 5ds tag force 4 would have stardust. So, try getting yugioh 5ds tag force 4.
UMD Recognition Will Do
Well due to my calculations Yugioh Exiled force will be coming out soon because Yugioh 5ds after this season which there on when it bes finished its going to be Yugioh exiled force and its about this ancient card called exiled force and this boy called harris will get it and defeat the king of games well hate to prove the calculations wrong but Yugioh: Exiled Force is not a real series at all. Kazuki Takahashi had intentions of ending the franchise after GX but because of increased fanbase he decided to create 5D's, which is the last series in the franchise.
Try Yugioh Tag Force 3. Cannot guarantee that all cards will be there though. Yugioh Wikia is another option.
Beat the Obolisk Blue Tournament.

For PSP, Tag Force 4. For Nintendo DS, Reverse of Arcadia or Stardust Accelerator. For Wii, Wheelie Breakers.
Only "arcana force extra - the light ruler" is in WC 2008 for some reason, the others don't exist.
In about any game that is listed to have Yu-Gi-Oh! 5D's in it. These are possibly the following games that include Synchrons. Hopes this list helps. PC: Yu-Gi-Oh! Online 3: Duel Accelerator DS: Yu-Gi-Oh! 5D's World Championship 2009: Stardust Accelerator, 5D's World Championship 2010: Reverse of Arcadia, 5D's Worl Championship 2011: Over the Nexus PSP: Yu-Gi-Oh! GX Tag Force 3, 5D's Tag Force 4, Tag Force 5, Tag Force 6 Wii: Yu-Gi-Oh! 5D's: Wheelie Breakers, 5D's Duel Transfer Xbox 360: Yu-Gi-Oh! 5D's: Decade Duels
