Yes you can but you must have obtained the Pikachu-colored Pichu from a giveway around the time of the game's release. Place the Pikachu-colored Pichu in the front of your party so that it will be following you. Take it to Celebi's shrine in Ilex Forest and the Gizamimi/Spiky-eared Pichu will come to play with it. She will then join you. She is Level 30 and is ALWAYS female. She will have Volt Tackle, Swagger, Helping Hand and Pain Split. She will be holding a Zap Plate. The Gizamimi/Spiky-eared Pichu may NOT be traded and it cannot evolve due to extensive time traveling.
