It could be, but it is ultra rare to get a Shiny Wynaut from an Pokemon Egg.
A shiny Jirachi can be very rarely obtained from using the Pokemon Colosseum bonus disc repeatedly to find Shiny Jirachi. Once it is obtained, you can migrate it from Pokemon Ruby, Sapphire, or Emerald to the Pal Park.
youcan not get shinys on Sapphire
Get out you stupids! I'm better! You can't get a shiny Pokemon in emerald! Except for me! Hahahahahahaha!!
You have to use a shiny stone on Roselia to evolve it. Unfortunately, you can't get shiny stones in sapphire, ruby, or emerald. You have to trade a Pokemon from diamond, platinum, or pearl into your game that is holding a shiny stone in order to get it. I know it sucks, but that's the only way I can think of to get it.
The shiny stone is not obtainable in emerald. It was only made in gen 4 (I V)
Only in ruby, sapphire and emerald at route 119

On a very rare occasion, you can encounter a shiny Pokémon on ruby/sapphire/emerald. It's nothing special, its just a change of 1/8912 that you can catch one... Signed by : Deene
you cant get one in ruby because rosalia isn't in ruby and tocepi doesn't evolve in the ruby/sapphire/emerald games
youcan not get shinys on Sapphire
What do you think... SHINY!!!!

any Pokemon can be caught shiny from the second generation onward, so you could catch a shiny rayquaza in emerald/Sapphire/ruby all you need to do is play through the game enough times to find it. some get lucky with the first few 1000's but shiny chance is 1 in about 8120 i cant remember exact number but 8126 feels right
In the Pokémon series of video games, Torchic is available as a starting Pokémon in Sapphire, Emerald, and Ruby, as well as the remakes Alpha Sapphire and Omega Ruby. Shiny Torchics are yellow in color and it is possible to receive a Shiny Torchic at the beginning of the game, but this is extraordinarily rare.
