Turtwig is a starter Pokémon, it can't be found in the wild. If you choose another starter, then the only way to obtain it is to ask a friend who started with Turtwig to breed it and trade the egg with you.
You cannot catch a bulbasaur or any of the starter Pokemon from kanto or johto in Pokemon emerald. These Pokemon must be traded over from Pokemon versions leaf green and fire red. I wish starter Pokemon could be found in the wild, it would be so much better. :)

In Pokemon Black or White, choose it as your starter Pokemon, trade with another Black or White user, or trade it in the GTS. It cannot be found in the wild.
