You can get a free account by registering at the Runescape site: www.runescape.com
You cannot become a Runescape classic member anymore. You have to be a classic member before the conversion to Runescape 2. The Runescape classic is only available to member. The only ways to play runescape classic is to get a classic account, which is illegal as account sharing/purchase is ban-able and playing on private servers count as third-party, which is also a ban-able offense now, since swiftswitch.
This is not a question! Also, this is a scam, the real owner of the account will recover it back and take all items you place with this account. All players reading this, DO NOT FALL FOR IT!
It was an Easter special event (in 2008 I think?) and therefore you can't get it anymore.

There is no way to delete your account. If you do not wish to posses an account anymore simply do not log on or use the account. Do not attempt to get your account banned as it may have undesirable side effects.
if anyone has a runescape account they dont use anymore please send it to grlsbhotties@aol.com
