It doesn't matter who started with Priority, the simple matter is, if a monster has an activated effect, then Fiendish Chain can be chained to it. Fiendish Chain will resolve first, and the monster effect will be negated before it can resolve.

The main problem is against monsters that tribute themselves as a cost such as Exiled Force or Stardust Dragon. Because they leave the field as the cost of their own activations, Fiendish Chain would not be able to target them.

In yugioh can magical hats be used for effects trap spell monster effect ie maneater bug or only to be used when your opponant attacks a monster on your side of the field?

Magical hats can only be used during your opponent's battle phase. Seeing as they can't flip their monsters during their battle phase, no. However, if your opponent does activate a spell or trap card during the battle phase, you can use Magical hats and protect your monsters. Overall, yes. You can use magical hats to protect your monsters from targeting effects as long as it's during your opponent's battle phase.

Can fiendish chain negate flip effects?

Flip Effects are Triggered Effects, so if a player flipped a flip effect monster, the effect will trigger as chain link 1. Fiendish Chain can be chained to it, to negate the effect when it tries to resolve. However, if the monster is flipped by an attack, then the trigger happens during the Damage Step. There are restrictions against what you are allowed to activate during the damage step, and Fiendish Chain can't be used here. So it could not stop a Flip Effect at that time.

Can you use Destiny Hero - Plasma's effect during your opponent's turn in Yu-Gi-Oh?

If you are referring to Destiny Hero Plasma's ability that states, "You can target 1 monster your opponent controls; equip that target to this card...", then the answer is no, this effect cannot be activated on your opponent's turn. This is because the effect only has a Spell Speed of 1 (for more on "Spell Speed", see the Related Links section below). That being said, Plasma's other effect that negates the effects of your opponent's face-up monsters is continuous and still works during your opponent's turn.

In Yu-Gi-Oh How do you know what monsters have priority to activate effects?

'Monsters' do not have Priority, Players do. With his Priority, assuming nothing has triggered, a turn player has the right to start each chain, with a monster's Ignition or Quick Effects.

Do spells actiate effect monsters?

If spells activate effects monsters? Some do. For example, playing swords of revealing light flips all of your opponent's monsters into face-up defense position. If your opponent then flips an effect monster, the effect is activated (e.g. man-eater bug or magician of faith).

Does Beast King Barbaros have priority to clear your opponent's field after tributing three monsters to summoned it?

Firstly, it's an important distinction to know that players have Priority, monsters do not. Priority is a player's right to activate something. Sometimes Priority can be restricted, depending on the last game action. For example, the turn player has Priority at the start of the main phase, and after a successful summon, and after the opponent activates something. However in each case, what he can do with his Priority, is different. After a summon, the turn player has Priority. He had it before, and still has it after. With this Priority, he can do one of the following things - activate an Ignition Effect (of any one of his monsters, not just the summoned one)or activate a Spell Speed 2 card or effect. (Left out Spell Speed 3 because there aren't any spell speed 3 effects that could be activated at this time). Next thing to consider are Triggers. Triggers will 'take up' the turn player's Priority and automatically place themselves at chain link 1. If multiple things were triggered, they form a chain with each other. Lastly, it also means an opponent's trigger can place itself as chain link 1, denying the turn player a chance to put an Ignition Effect there. So when you successfully summon Barbaros, his trigger will activate and place itself as chain link 1. The opponent can chain things to this, but as usual, destroying or removing Barbaros from the field, will not prevent his effect from resolving.

What does the yu-gi-oh card called obelisk the tormentor do?

on the show, it is unaffected by card effects and by tributing two other monsters on your field, it's atk becomes infinity until the end phase for the actual card, its unaffected by card effects and if you tribute two monsters you control, all monsters your opponent controls are destroyed and you opponent takes 4000 points of damage for the playable version released in shonen jump, its effect is changed slightly. card effects are not activated when it is summoned, and it cannot be targeted by card effects (it can still be destroyed by effects that do not target, like lighting vortex). you can tribute two monsters you control to destroy all monsters your opponent controls, but obelisk cannot attack during the turn. also, if it is special summoned from the graveyard, it is sent to the graveyard during the end phase.

Can you active a newly summoned 'Exiled Force' before an activated 'Trap Hole' destroys it?

Players need Priority before they can activate effects. The Turn Player starts with Priority in each step or phase, and the opponent can only activate something when it is passed. Activating effects will pass Priority, but summoning, drawing a card for the turn, or declaring attacks does not, meaning the Turn Player gets first chance to react to these. So the Turn Player summons Exiled Force, and still has Priority. With this Priority, he can tribute Exiled Force and place its effect at chain link 1. The opponent now has Priority to activate something, but could not use Trap Hole since the Exiled Force is gone. However if the Turn Player chose not to activate Exiled Force, and passed Priority manually, the opponent can start the chain instead with Trap Hole. If this happens, since Exiled Force is an Ignition Effect (spell speed 1) it can't be added as chain link 2.

Which effect activates first if Number 57 Tri-Head Dust Dragon is summoned while an opponent Slifer the Sky Dragon is on the field in Yu-Gi-Oh?

The turn player has "priority" of effects to be activated first, but in the event that two Trigger effects are activated simultaneously, as in this case, they are put on the Chain in the following order: Turn player's mandatory effects, opponent's mandatory effects, turn player's optional effects, opponent's optional effects. So, technically, they activate simultaneously, but when they are put upon the Chain, they resolve in reverse order of when they are put on. In short, Number 57's effect resolves first.

Can you chain Fiendish Chain to Montage Dragon and if you can what will happen?

Montage Dragon does not have any activated effects so it has nothing that can be chained to. However if Fiendish Chain is used on it, then it will not be able to attack, and its continuous effect that grants it an ATK value will be negated, and it will be treated as 0.
