It's really up to you -- depending on how long you want to deal with Eevee's Normal type, before you evolve it into one of the Eeveelutions. The most powerful move it will learn, as an Eevee, is Take Down, (which has an attack of 90.) That would be level 42. So that's probably the best level to evolve it at.

Umbreon-Get the eevee to full happiness and level it up at night. Espeon-Get the eevee to full happines at level it during the day. Leafeon-Put the eevee first in your party and go to the moss rock in eterna forest and level it up there. Glaceon-Put the eevee first in your party and go to the icy rock at snow point city and level it up there. By the way glaceon is the best evolution in my opinion. Hope it helped:)
