No there are not any Parental Controls on Halo reach.

But there are Parental controls for your xbox which would effect Halo reach making it safe ( sort of ) for you're children to play if you are regarding online play.

1) Go to your Xbox 360 Dashboard

2) My Xbox, second window which should display your ' gamertag ' and Avatar.

3) Press A and scroll to the right taking you to ' Online Safety '

4) Press A and it shall take you to another menu which in turn gives you the ability to customise Who may talk to you, who may add you and whom may see your online status.

You can also change family setting's on the second before last window of the ' My Xbox ' Plate previously shown to you.
