Okay, I know very little about Sonic but I think I know enough to say that no, he is definitely not their kid xD
Update: Yep, that dude above me is pretty much right. (Although in my opinion, he probably said no because, really, you just have to look at Shadow to infer that children is the last thing on his list to think about.) I think it would be perfectly okay if Shadow and Amy were Silver's parents. But knowing that Silver is from two hundread years into the future, there's no logical solution to how Amy would give birth to him unless she time traveled or silver turned out to be immortal, which would be not so likely to happen.
