lugia would win even if they were both on lv 100. lugia is to good for ho-oh lugia is beast new person:actually neither would win they would cross each other out,lugias aeroblast and ho-ohs sacred fire. they would also summon their minnions(zapdos,moltres,articuno,raikou,suicune,entei)and they would help lugia and ho-oh articuno is the weakest zapdos and raikou strongest.and no lugia isn't too god for hooh in my opinion ho-oh would is better because lugia brings 40 day storms and ho-oh brings eternal happiness.
