The deluxe room is basically a room with better standards/qualities than a standard room. Every hotel's deluxe room is different, therefore i cannot be sure of your required meaning of 'deluxe room.'
You need The Sims 2 Bon Voyage expantion pack. Then make a residential lot that seems exactly like a hotel and using the right doors then open the cheat box and type ChangeLotZoning hotel exit the lot (don't forget to save) then it should say lodgings in the lot description. Go back into it and add the reception desk and it's done. Be SURE you use the hotel doors. They have a keycard swiper on one side, and a little "number" plaque, and on the other side, a little notice like you see in real hotel rooms. The notice should be inside. Each room can have only ONE entrance, though you CAN have a patio or balcony, as long as they can't exit it except back into the room (no stairs down, or gates). For the rooms, the items used and size determine the room rate. A nice room has a bed (any bed works, though there are some that come with the Bon Voyage expansion), lighting, bathroom facilities (nicer or not), and best, a place to eat, and phone to order room service. The3 hotel office must have a front desk (two come with the expansion), so guests can check in. In public areas, you can add, as you like, other amenities. A grill and picnic area is nice, if you don't include a restaurant). Someplace for kids to play, maybe a pool and/or hot tub, etc. All that is up to you, and looking at the ones that come with the game will give you an idea what you want. You can use those pre-built vacation spots, or build your own. Just be sure you have the things the sims expect to see someplace for each spot you build. The hotel can be built on a community lot as well, and the cheat, exactly, is "changeLotZoning hotel". Yes, it matters what is capitalized. No quotes. Oh, there are little hotel signs, too.

Depending on the hotel, a room will have a bed, nightstands, a TV, and possibly a desk. Most have a chest of drawers, a chair or two, possibly a sofa, and bathroom.
Tell the person to return it to the front desk
If a person has a made a reservation at the hotel then he would walk up to the desk clerk and say so. If it is a guest they may go to the desk clerk and ask for the room number of the person they are visiting, but they may already have that information and go directly to that person's room.

I have never had the front desk ask for my ID when I have checked in. However, most of them will ask for the credit card on which you booked the room when you check in.
