Most food safety people recommend 2 hours ( or 1 hour-see 'Related links' below)as the maximum time that any potentially hazardous food should remain at room temperature.

Whether or not such food left out for 3 hours will make someone sick is uncertain. That would depend on the food's being cooked properly to begin with and on what contamination, if any, occurred after (and before)cooking.
