Hill was a capitalist or free-market entrepreneur who used no taxpayer funds and built a transcontinental railroad across the northern US. He didn't care much for politics and even less for politicians. He realized that his workers being happy and secure made them more productive. He knew that towns near his railroad would need to be stable for them to have money to ride his railroad, so he helped farmers and other businesses thrive. His main goal was always making things more efficient so he could provide cheap service.

Robber barons are political entrepreneurs that use power and influence within the government make it impossible for others to compete with them. Once the governement sanctioned monopoly is in place they can pay workers as little as they please and offer their service for as high a price as they please.
