The tang on a file is soft because you use it you apply pressure to make the cut. As hardened metal can resist wear, it can also be brittle and in some circumstances under pressure the metal can break / fracture.

This is potentially dangerous, and as a safety issue; the tang on a file needs to be soft for flexibility to prevent the file breaking .
