It is because of a device that has been implanted onto his body. When it is turned on, he turns to Super Saiyan with his hair blue. And when the device is off, he is the usual super saiyan with blond hair.
The purpose of the device is to allow his father to control his body and mind. As he witnesses the sobbing of the series' protagonist Goku, Broly becomes so angry that the device breaks.
By the end of the episode, Broly's father tries to escape in a space pod, but his son reaches the pod and kills his father by crushing it. It is unknown to me if the device was planted onto Broly against his will.
