Basically, this is done to get your attention. Whatever the volumn of your TV set during the program that is on, you may or may not be paying attention. The company paying for the commercial (and the program that it is broadcast during) wants to make sure that you are paying attention to their commercial.
Broadcasters themselves more than less likely do not do this, it is the people who produce the commercials who make their commercials loud, and they do it to attract your attention.
It is also likely a technique to assure that you still hear the commercials, even if you drift away from the television (as most of us do) during the commercial breaks. My recommendation is to not watch television at all, a better question would be:
"Why do YOU PAY for your cable/satellite service provider to deliver hundreds of advertisements to you on a daily basis?"

What ever happened to the 2 minute or less commercial breaks once every 1/2 hour or so? I think it's riduculous why there are so many slots and so few advertizers these days.All you pretty much see now is the insurance commercials like " that stupid gecko, Allstate, Progressive, & Farmers, car repair, cash & title loans, diabetes " & other related types.Where did the large variety food commercials go? You don't see the Libby green giantanymore. Is there a monopoly for those slot mongers that run too long of a commercial,or is it that they are the only ones that can afford the rates in today's market? It'sgetting so when one channel has a break on you can't surf to another to avoid watchingany commercials at all because most stations seem to break at the same time now, whichis getting to be a pretty sad situation!!!

Do you mean: "especially during commercials?" It's one way the advertisers have to make certain that you get to hear their sales pitch. On the other hand, if it's truly a random event, it could be a faulty transistor in the audio circuit.

When a network airs a program, they send the feed out to your local TV station. The network sends these feed out with National commercials in them (Nationwide commercials from big clients like McDonalds) but they also have spaces in them for your local TV station to run their own commercials, usually for clients in your city.
