She had to play because it was the third quarter quell. The rules for it were that they had to pick from the victors. So, Katniss being the only girl victor from district 12, she had to participate.

In the film we see President Snow talking to the head Gamemaker and he states The Hunger Games needs a victor so people have hope in it. Instead of them just killing 24 teenagers he says they need hope- not just to die.

The problem in Catching Fire is that the year that the book is based on is the Quarter Quell. The Quarter Quell is like how The Hunger Games is every year, but with a twist to it.
