∙ 12y agoShe had to play because it was the third quarter quell. The rules for it were that they had to pick from the victors. So, Katniss being the only girl victor from district 12, she had to participate.

∙ 11y agoIn the film we see President Snow talking to the head Gamemaker and he states The Hunger Games needs a victor so people have hope in it. Instead of them just killing 24 teenagers he says they need hope- not just to die.

What is the problem in the story Catching Fire?
The problem in Catching Fire is that the year that the book is based on is the Quarter Quell. The Quarter Quell is like how The Hunger Games is every year, but with a twist to it. The Quell happens every twenty-five years, and Catching Fire is about the 75th Hunger Games. The twist for this Quarter Quell is that both tributes from each district will be chosen from the districts existing pool of victors, and District 12 only has three victors: Haymitch, Peeta, and Katniss. Since each district must send one boy and one girl, and Katniss is Twelve's only living female victor, she has no choice but to go back into The Hunger Games for the 2nd year in a row. Now, she has to face the arena again with either her former mentor, or her district partner that she won the previous Hunger Games with, both being people she loves and cares for to the highest extreme.
