Their neighbor Lyle has cows on his farm and when he kills them he shares the meat with the neighbors. It is mentioned subtly throughout the movie. Like when Napoleon's grandma says Lyle will bring over some steaks, the scene involving Lyle is him shooting the cow just as the school bus goes by, then the scenes after are them eating steaks.
It is set in current time. There is a clip that shows his school ID which is dated 2004/05. The out of date, clothes, cars, and overall feel of the film is to suggust the small town they live in is so small and backward, they are cut off from all current trends.
