In The Hunger Games, Katniss volunteered to take her sister Prim's place in the Games, and so was forced to enter the arena and participate in the Games.

Primrose Everdeen - Katniss's little sister - is chosen to enter The Hunger Games but so she won't get killed Katniss takes her place. The other person is chosen and it is Peeta Mellark, the boy who gave her bread after her father died (in a mine explosion many years earlier) and Katniss gets worried about killing him.
She took her sisters place in the reaping, she helped peeta when he was really injured, and she would do anything to keep her family safe.

Because on reaping day, two names are picked from each district. One boy and one girl. If your name is picked, you are forced to go into the arena. Katniss's sister Primrose got picked, so Katniss volunteered to take her place in the arena.
For the girls Primrose Everdeen is selected at the reaping, Katniss Everdeen volunteers as tribute. She takes Prim's place. For the boys Peeta Mellark is selected
The first chapter tells about Katniss' family, you also learn about her relationship with Gale as they go hunting. Readers will learn the "jist" of the book and also the reaping takes place at the end.
First off, Prim doesn't go into the Hunger Games. Katniss takes her place in the drawing. So technically Prim does live but she isn't in the Hunger Games.
Well, it says it on the back cover of The Hunger Games but Katniss also tells you when she is describing the war from the video they showed at the reaping.
Chapter 3 in the Hunger games is taken place in the justice building in district 12 after Katniss has voulnteered for Prim at the reaping and Peeta Mellark has been chosen the peacekeepers take them there to say bye to friends and family.
