No matter how old they are. (by the way, President Snow like "drew it out of a hat" you know what I mean...not really a hat) And Katniss, is the only girl who has won, from District 12. Haymitch was pulled, but Peeta insisted on protecting Katniss. So they both went, as well as the other contestants. Ok, so the mockingjay pin stands for good luck, and is meant to keep you safe, but Katniss, without realizing makes it more. The problem in Catching Fire is that the year that the book is based on is the Quarter Quell. The Quarter Quell is like how The Hunger Games is every year, but with a twist to it. The Quell happens every twenty-five years, and Catching Fire is about the 75th Hunger Games. The twist for this Quarter Quell is that both tributes from each district will be chosen from the districts existing pool of victors, and District 12 only has three victors: Haymitch, Peeta, and Katniss. Since each district must send one boy and one girl, and Katniss is Twelve's only living female victor, she has no choice but to go back into The Hunger Games for the 2nd year in a row. Now, she has to face the arena again with either her former mentor, or her district partner that she won the previous Hunger Games with, both being people she loves and cares for to the highest extreme.
