The use of an Anonymous General Manager allows great creative freedom for David Kapoor (better known as Ranjin Singh), the head writer for WWE Raw. As such, it could be said that he is technically the GM, but hasn't been revealed as such. On the other side of that coin, however, is the possibility that someone will actually step into the role of GM if and when the anonymity is to be broken for the purpose of a storyline. However, this does not seem likely in the near future.
There has been a lot of speculation about who the GM will be revealed to be. Suggestions have included Triple H, Stephanie or Shane McMahon, The Rock, Steve Austin, Bret Hart, and even Jeff Hardy! Unfortunately, the true answer is unknown and unknowable until the WWE Creative Team decides to tell us.
The Anonymous RAW General Manager has silently disappeared when Vincent K. McMahon, the President, CEO, and Chairman of the Board for WWE took over the day-to-day operations of the WWE and acted as GM for RAW. Later, he was replaced by Triple H, the Chief Operating Officer of the WWE, by order of the Board of Directors, then by WWE Executive Vice President for Talent Relations John Laurinaitis.

The Anonymous RAW General Manager is intentionally anonymous. The purpose of the character is so that WWE Creative Team is able to influence the show with an authority figure, without having that authority figure steal the spotlight away from the actual talent (such as how Vickie Guerrero did as GM). The persona of the Anonymous RAW General Manager is presently under the direction of the Head Writer for RAW, Dave Kapoor (better known as Ranjin Singh in the ring).
As of late 2011, HHH is injured, so Vince McMahon annnounced that VP John Laurinaitis (Johnny Ace) is the "interim general manager" of RAW.
