July 2010, The General Manager is not Stone Cold nor has it ever been him, just because they used his catch phrases doesn't mean it is him, they have also used Roddy Piper's catch phrases. It is not Rick Flair as he is under contract with TNA as is Mick Foley. It is not Scott Steiner either, don't know how that rumor started. Scott is not interested in coming to WWE.

Well as much as I would want it to be Stone cold, They have used too many catch phrases of different superstars. Not that I know this for a fact, but my guess is Shawn Michaels. He did just retire right before this, and with all he did for the WWE and the love and knowledge of the business he has I would have to say it is him. But no one really knows for sure except Vince McMahon.

Not like there was in the old games. Up until Smackdown v Raw 2008 they had a mode called the General Manger mode where basically you owned either RAW or Smackdown and you had to manage the brand. In Smackdown v Raw 2009 they replaced it with create a story mode. So basically there is no way you can be a manger in Smackdown v RAW 2011 as there is no mode for that option.
I think the general manager of Raw is Steve Austin because in one of the episodes when cole read an e-mail, part of it said Steve's catch phrase.
