Haymitch's second instruction for Peeta and Katniss are to find water.
He tries to get her to act cocky and have an attitude but just tells her to act like her self and don't be boring.
He was refering to how he said to Ceasar Flickerman in the interviews that he had a crush on Katniss forever. He said 'Haymitch told me you would take a lot of convincing' because Katniss didnt believe that he liked her, even though he did.

Haymitch has been "broken" by his association with the Games, and thus willingly participates in the Capitol's schemes as a practical matter, while Katniss tries to maintain her rebellious attitude. Yet, at the end of the third book, Katniss begins to approach the practical apathy of Haymitch.
Haymitch won the second quarter quell. Since he is Katniss and Peeta's mentor, he's watching them compete in the Gamemakers' control booth.
