It isn't written in the books where Hermione gives Ginny advice, because the books are mainly about Harry. Throughout the series, we only know that Ginny had a crush on Harry through the Valentine (book 2) and the get well soon card (also book 2). Otherwise, we are given hardly any signs that Ginny has feelings for Harry, until, of course, the final two books. We only know that Hermione gave Ginny advice, because we are told later on in the book series.
