Unfortunately, Growlithe is not in Pokemon Silver, Silver gets Vulpix instead, and the only way to get a Growlithe, is to trade with someone who has a Gold Version (or of course, you could time warp one from Blue or Yellow or Red or something like that). Actually, that's wrong. You can find Growlithe at Route 38 at night, but he's a rare sight. The only other place I've seen him is at the Safari Zone Forest, and that's like... ultra rare.
