If you are seriously ill you should see a doctor. If you have symptoms of a contagious disease, you should stay at home, as going to work or going out could pass the disease to others. And, if you simply don't feel well, often times it is a good idea to just stay at home and rest, and take care of your health.
It depends on the child. Are they constantly wanting to stay home or do they have a real reason for wanting to stay home. You should allow them freedom to choose but the parent has the last say.
