When will WWE turn to TV-14?

No. Smackdown has always been PG since its inception and RAW turned PG quite recently. One of WWE's greatest selling points is that all of their programs are HD and are "family friendly" However it could be argued that WWE is turning more TV14 with the use of stronger language yet there are still various factors that have not come back (e.g. blood, chair shots to head, bra & panties matches etc.)

yes i think wwe will go TV-14 because there are know using steel chairs and other weapons so i hope wwe will go TV-14 if they will go TV-14 it would be awesome

Yes it will till John Cena Goes and if Vince will put it in his tiny skull that we need WWE, TV-14, and the little kiddies go to bed early so the men can watch it.
