I am almost thirteen and I watch family guy quiet a bit. Some of the cntent is not suitable for anyone younger than that. If you notice the rating it is tv 14. So mabey age 14 is better. Family Guy is rated tv 14 but i think its aimed more at 15-16 i mean it has some swear words and sexual conetent so no not 13 I started watching Family Guy when I was 9 or 10 and I understood what was happening in it, and I found it funny as hell. It just depends on the person to be honest.
