As of the start of Naruto Shippuden, Neji is a Jounin. In the first series though he was a genin like all the others minus Shikamaru.

no Actually he does become the sixth hokage after Pain atacks Konaha Tsunade decides to retire and has Danzo become the temperate hokage. I think Naruto is still a genin, whether he's in sage mode or not, but I think eventually Naruto will become a chunin, jonin, and hokage at one point.

Why does Neji become a jounin when Naruto beats him in the chunnin exams?
During the three-year period that naruto leaves, Neji retakes the exam and passes. From there he takes the Jonin application test and aces that, rendering him at the rank jonin.

In Naruto Shippuden, Tenten is a Chuunin. Not a Jonin. The only new Jonin in Shippuden are Temari, Kankuro, and Neji.
