In the United States, Abraham Lincoln may be the most well known historical figure. In France, Napoleon Bonaparte may be. In the end it is all subjective.

If a choice has to be made however, most Christians and residence of Christian majority countries would likely say Jesus. Moslems and residents of Muslim majority countries would probably name the Prophet Mohammed.

It would be very difficult to determine this identity. Each culture and nation would have national and cultural icon to hold up as the candidate others would disagree. As an example the people of North Korea would opt for Kim Jong Un or his father or grandfather. Many others would disagree.
