well since Rose is going to Hogwarts for her first year 19 years after 1998, that's in 2017 and since she's 11 (which is when they start to go to hogwarts) she'd be born 11 years before 2017 which would make her born sometime in 2006. And Hugo is assumed to be 2 years younger so he'd be born in 2008
