Ralph, Jack, and Roger are very frightened when they finally see the beast.
Ralph
There is no attack by Jack's tribe on Ralph and his followers. Jack led a night-time raiding party, comprising of himself, Roger and Maurice, to steal Piggy's glasses in chapter 10: The Shell and the Glasses.
Piggy doesn't find the conch Ralph does. I quote... "What's that?" Ralph had stopped smiling and was pointing into the lagoon. Something creamy lay among the ferny weeds.

in chapter 10, Ralph said he was frightened of "us". Meaning how the boys had started to act wild and crazed.
Ralph is scared of the way things are developing on the island, the way the boys are becoming increasingly wild and unruly as they follow Jack's example. Ralph fears where this is ultimately headed. He fears what the boys are capable of doing.
Ralph, Jack, and Roger are very frightened when they finally see the beast.
he has no proper tea
Ralph is afraid because he realizes the true nature of the beast - it is the darkness within themselves and the other boys. He is frightened of the evil impulses and violence that exist within them and fears the loss of civilization and order on the island.
