No. House Elves did not have wands although they are able to use their own brand of magic. The magic of the House Elves may have been more powerful than wizard magic, or of a different kind which did not mix. This is suggested from the ability Dobby the House Elf had to enter Hogwarts School despite the level of protection it has on it, including a charm which stops the ability to Disapperate in and out of the castle. Some how Dobby has a similar kind of magic which allows him to Disapperate. Or perhaps Helga Hufflepuff used a clever bit of magic which allowed House Elves to disapperate in and around the castle as to easily complete their cleaning and cooking duties. This however is speculation and is only a theory.
