Well, where he actually says "I love you" directly isn't until the last volume of the manga in desperation to thinking Akane had died. In the anime, as well as the manga, in comical ways he has said it in different times and has very much shown it to her though sometimes her temper really messes things up but never really said as a straight forward thing =/.
