The Mockingjay is the symbol of rebellion. It represents freedom and the rebellion taking flight. It is chosen because of the Mockingjay pin Madge gave Katniss to wear in the arena. The Mockingjay also was a sign of something the Capital failed with.

The mockingjay was an unintended consequence of Capitol "mutts" - a cross breed between a naturally occurring bird and a genetically engineered bird from the Capitol known as the jabberjay. It was never meant to exist, and thus became a symbol of rebellion throughout the series. However, in the first book/movie, the mockingjay as a symbol of rebellion had not been established - that occurred in the second book/movie. In the first book/movie, it was simply a gift to Katniss.
