if you look at the cover of each book, you will notice that the pin gradually turns into a mockingjay. this symbolizes that katniss went from wearing the mocking jay pin to actually being the mockingjay. so in answer to your question, the symbol represents the pin in transformation to the bird. (why is this explanation so long?)

Please be more specific, because I'm not sure that I can answer. Through out the books fire represents the rebellion, and Katniss. Her fire set of the rebellion that over throws the Capitol. When her weddding dress turns her into the mockingjay it represents that her love has turned into the rebellion. It sets everything into motion. Even in the Capitol.
