Disturbing content: Indicates the expected natural reaction by an audience to any elements of a film, including the tone of a film, pertaining to distress or suffering. This includes the implication or threat of physical and/or psychological violence, even when violence is not depicted.

It can mean anything from sexual content to violence. Take for example, Saw, the disturbing images would be watching someone get tortured before killed. Disturbing images with sexual content could mean someone being tortured while naked or something being done to someone sexually that you wouldn't do in normal, everyday life.
