She passes out a lot, so it varies. Sometimes its questions like in the first book if Peeta really saved her or not before passing out from the Tracker Jackers. When she does it in Peeta's arms, it could be said safety and security, and probably confusion on her feelings for him. In the final book, most the time its confusion as she is often on morphling.
