When Ralph, Roger and Jack climb the mountain they see the dead body of the pilot. The parachute lines have become tangled in the rocks making the body move when the wind blows. This creates the illusion that the movements are being made by something which is alive. In the darkness the boys assume that the indirect shape which they see moving must be "the beast." Sam and Eric also came to the same conclusion when they earlier saw the dead pilot's body.

Samneric tell the others boys that they have seen the beast on the mountain top. Their description includes the following words and phrases..."It was furry... Wings... There were eyes... Teeth.... Claws... The beast followed us... I saw it slinking behind the trees..."
WHat the boys actually see is the dead parachuter that has gotten entangled on the island. However, since they have convinced themselves so thoroughly that there is a bloodthirsty Beast on the island, he sees a bloodthirsty beast.'
But to answer your question, a dead parachuter
They see a fallen parachuter but they let their imaginations get the better of them. They think it is a beast becasue they can see the flapping of the parachute in the wind.
The boys sam and Eric saw the beastie on the mountain top. Although the beastie was a dead parachutist that fell on the island from an exploding plane.
the fire on top of the mountain was out. Jack had taken the boys who were supposed to be keeping the fire alight away to hunt, meaning the fire was unattended and there was no smoke for a ship to see and hence the boys be rescued
Piggy was the last boy to reach the top of the mountain.
When Ralph, Simon and Jack first climb the mountain they see a dip in the ground filled with blue flowers. The view from the mountain top reveals that they definitely are on an island. The island is roughly boat shaped with the mountain at the blunt end. The island slopes down through jungle to its pointed end, where it terminates in a rocky outcrop connected to the main island by a narrow causeway. Ralph points out that he can't see any smoke or boats and they assume from this that the island has no other inhabitants. On their way back to the beach the boys discover that there are pigs on the island.Later in the book Ralph, Roger and Jack climb the mountain looking for the beast, which Samneric claimed that they saw there. In the darkness they see the body of the dead parachutist and mistaken believe that it is the beast.
Samnericfirst saw and reported the beast on the mountain to the boys.
Ralph suggests a signal fire, which the boys light on the top of the mountain. The intention is to add green branches to produce smoke to attract the attention of any ship or plane which they might see.
